I would think that the condiments were added by the student
Many schools use a serving method termed “offer vs. serve”. Offer vs. serve allows students to decline one or two items to reduce plate waste. This student could have declined a side item.
It looks like it’s served on polystyrene which is not only polluting but toxic to produce (and may leach into greasy foods)
